Several Possible Causes.<\/strong><\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">Consider a container delivered with all 200 packages accounted for.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">The quantity matches the Bill of Lading.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">However, inspection reveals that several cartons contain products with item codes different from those specified in the purchase order.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">At that point, the surveyor has established a discrepancy.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">The cause remains open.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">The discrepancy may have resulted from:<\/span><\/p>\n<ul>\n<li><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">Incorrect packing at the manufacturing facility;<\/span><\/li>\n<li><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">Two shipments being mixed at the warehouse;<\/span><\/li>\n<li><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">Incorrect labels or product codes being applied;<\/span><\/li>\n<li><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">Errors in the Packing List or Commercial Invoice;<\/span><\/li>\n<li><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">A delivery mistake within the logistics chain;<\/span><\/li>\n<li><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">This may include:<\/span><\/p>\n<ul>\n<li><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">Product codes, model numbers, part numbers, or serial numbers;<\/span><\/li>\n<li><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">Package and pallet markings;<\/span><\/li>\n<li><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">Packing Lists and Commercial Invoices;<\/span><\/li>\n<li><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">Factory and warehouse packing records;<\/span><\/li>\n<li><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">Photographs or videos taken during stuffing;<\/span><\/li>\n<li><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">Cargo handover records;<\/span><\/li>\n<li><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">Container and seal condition at each relevant stage;<\/span><\/li>\n<li><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">Records showing who had custody of the cargo and when.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">The purpose is not simply to prove that a discrepancy exists.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">It is to identify the earliest point at which the discrepancy can be established.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">That is often where the commercial position begins to change.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\"><strong>A Small Detail Can Change the Entire Claim<\/strong><\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">In one investigation, the consignee believed that part of the cargo had been substituted during transit because the product codes found at destination did not match the purchase order.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">However, the evidence showed:<\/span><\/p>\n<ul>\n<li><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">The container seal was intact upon arrival;<\/span><\/li>\n<li><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">There were no signs of forced entry or unauthorized access;<\/span><\/li>\n<li><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">Photographs taken during stuffing showed the same product codes later found at destination;<\/span><\/li>\n<li><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">Factory records confirmed that several pallets had been incorrectly labeled before loading.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">The cargo was indeed inconsistent with the order.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">But the evidence did not support the conclusion that the cargo had been substituted during transportation.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">The discrepancy existed before the cargo was handed over to the carrier.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">The observation was correct.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">The initial conclusion was not.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\"><strong>The Real Question Is Not \u201cIs the Cargo Wrong?\u201d<\/strong><\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">Two shipments may arrive with exactly the same apparent problem: the quantity is correct, but the product type is wrong.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">Yet the underlying causes may be entirely different.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">One may involve:<\/span><\/p>\n<ul>\n<li><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">A manufacturing or packing error;<\/span><\/li>\n<li><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">A labeling mistake;<\/span><\/li>\n<li><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">The evidential position is not.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">And neither is the potential responsibility of the parties involved.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\"><strong>Conclusion<\/strong><\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">A correct quantity does not prove that the correct cargo was delivered.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">But an incorrect product type does not, by itself, prove that the cargo was switched during transportation.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif;
