It is an important commercial document, but it is not, by itself, an independent measurement of what the vessel has received.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">After 20 years in marine surveying, one lesson remains constant:<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">When the numbers do not agree, go back to the tank, the measurements, the timing and the evidence.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">That is where a professional Bunker Survey begins.<\/span><\/p>\n<ol>\n<li><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\"><strong> QUANTITY: NEVER RELY ON ONE NUMBER<\/strong><\/span><\/li>\n<\/ol>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">A bunker quantity survey is not about checking a BDN and signing a form.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">It starts with establishing the vessel&#8217;s ROB (Remaining On Board) before delivery and ends with reconciling the post-delivery condition against the quantity declared.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">The surveyor considers:<\/span><\/p>\n<ul>\n<li><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">ROB Before Bunkering: Physical measurements of the relevant fuel tanks before delivery.<\/span><\/li>\n<li><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">Pre- and Post-Delivery Soundings\/Ullages: Measurements taken under comparable conditions wherever practicable.<\/span><\/li>\n<li><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">Tank Calibration Tables: Correct application of tank capacities and vessel trim\/list corrections.<\/span><\/li>\n<li><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">Delivery Records: Pumping times, interruptions, quantities and operational records from the vessel and delivery unit.<\/span><\/li>\n<li><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">Temperature &amp; Density: Observed data and applicable correction factors used in the quantity calculation.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">And sometimes the difference is not where people first expect it.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">A surveyor must look at lines, valves, tank configuration, measurement timing and the actual sequence of the transfer.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">The question is simple:<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">Can the quantity stated on the BDN be independently reconciled with what was physically observed?<\/span><\/p>\n<ol start=\"2\">\n<li><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\"><strong> FIELD MEASUREMENT: EXPERIENCE MATTERS<\/strong><\/span><\/li>\n<\/ol>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">On paper, bunker calculation is mathematics.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">On board, it is mathematics combined with judgement.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">A few centimetres on a sounding tape can represent tonnes of fuel. A vessel changing trim during transfer can alter readings. Freshly pumped fuel may be turbulent or contain entrained air. EVIDENCE IS HARDER.<\/strong><\/span><\/li>\n<\/ol>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">Anyone can copy numbers from a bunker receipt.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">A professional surveyor builds the contemporaneous record behind those numbers.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">Depending on the agreed scope, this may include:<\/span><\/p>\n<ul>\n<li><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">Original field measurement records and calculation sheets;<\/span><\/li>\n<li><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">Density, temperature and correction data;<\/span><\/li>\n<li><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">Key operational timestamps;<\/span><\/li>\n<li><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">Photographs of relevant measurements, interfaces and seals;<\/span><\/li>\n<li><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">Records of interruptions, abnormalities or disputed observations;<\/span><\/li>\n<li><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">Letters of Protest or other contemporaneous records where circumstances warrant.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">This creates a traceable sequence:<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">ROB Before \u2192 Delivery \u2192 ROB After \u2192 Calculated Quantity \u2192 BDN Reconciliation<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">When a discrepancy appears, the surveyor can go back through the sequence and identify where the numbers stopped telling the same story.<\/span><\/p>\n<ol start=\"5\">\n<li><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\"><strong> WHY INDEPENDENT VERIFICATION MATTERS<\/strong><\/span><\/li>\n<\/ol>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">Most bunker deliveries finish without a dispute.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">But when a discrepancy does arise, arguments made days later are rarely as valuable as evidence recorded at the time and at the place where the event occurred.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">An independent bunker survey does not replace the BDN or the contractual arrangements between the parties.
