
{"id":4342,"date":"2026-09-11T09:45:04","date_gmt":"2026-09-11T02:45:04","guid":{"rendered":"https:\/\/vietmarinecontrol.com.vn\/?p=4342"},"modified":"2026-09-11T09:45:04","modified_gmt":"2026-09-11T02:45:04","slug":"%e2%9a%93-when-fuel-figures-look-right-but-operations-still-lose-money","status":"publish","type":"post","link":"https:\/\/vietmarinecontrol.com.vn\/en\/%e2%9a%93-when-fuel-figures-look-right-but-operations-still-lose-money\/","title":{"rendered":"\u2693 WHEN FUEL FIGURES LOOK RIGHT \u2014 BUT OPERATIONS STILL LOSE MONEY"},"content":{"rendered":"<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\"><em>Why accurate numbers do not always mean effective fuel control.<\/em><\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">The Bunker Delivery Note is correct.<\/span><br \/>\n<span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">The ROB figures reconcile.<\/span><br \/>\n<span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">The noon reports and engine logs are internally consistent.<\/span><br \/>\n<span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">Fuel consumption remains within the charter-party allowance.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">On paper, the voyage looks like a textbook success.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">Yet when the voyage is reviewed at the office, the commercial result can tell a different story.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">This is one of the less obvious challenges in marine fuel management:<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\"><strong>A fuel figure can be accurate without necessarily being operationally meaningful.<\/strong><\/span><\/p>\n<h3><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">THE \u201cCLEAN FILE\u201d AND THE FIELD REALITY<\/span><\/h3>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">Consider a situation familiar to anyone managing bunkering from either the deck or the office.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">A vessel completes bunkering alongside. An independent Surveyor attends on board, verifies the relevant tanks, records soundings or ullages, checks temperatures, refers to the applicable tank calibration data and completes the quantity calculation.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">The BDN is reviewed. The figures reconcile. The parties sign.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\"><strong>The file looks clean.<\/strong><\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">Then the vessel sails.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">A few days into the voyage, the operator notices that the fuel position is not developing exactly as expected. Daily consumption appears reasonable, yet the remaining fuel position begins to show a variance against the operational forecast.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">The first question is straightforward:<\/span><\/p>\n<blockquote><p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\"><strong>\u201cWas the bunker quantity wrong?\u201d<\/strong><\/span><\/p><\/blockquote>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\"><strong>Not necessarily.<\/strong><\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">The original measurement may have been properly carried out, and the calculation may have been correct for the physical conditions recorded at that time.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">The difficulty is that a bunker figure represents a physical condition <strong>at a particular moment<\/strong>.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">After sailing, conditions change:<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">\u2022 Fuel temperature changes<\/span><br \/>\n<span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">\u2022 Tank levels change<\/span><br \/>\n<span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">\u2022 Fuel may be transferred between tanks<\/span><br \/>\n<span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">\u2022 Trim and list may change<\/span><br \/>\n<span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">\u2022 Engine load varies<\/span><br \/>\n<span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">\u2022 Weather and sea conditions change<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">The original number has not necessarily become wrong.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\"><strong>But it may no longer be sufficient, by itself, to explain what is happening.<\/strong><\/span><\/p>\n<h3><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">FUEL DATA NEEDS CONTEXT<\/span><\/h3>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">Modern ship operations generate a continuous stream of fuel-related data: bunker quantities, ROB, noon reports, engine logs, flow-meter readings, distance travelled, hours underway, engine load, drafts and weather conditions.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">The principle is straightforward:<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\"><strong>Fuel consumption cannot always be understood from tonnes alone.<\/strong><\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">Two vessels may record similar fuel consumption while operating under very different conditions. One may benefit from favourable weather and stable loading conditions, while another may face adverse seas, manoeuvring, waiting time or significant changes in draft.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">The same principle applies to bunker measurements.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\"><strong>The measurement matters. But the conditions surrounding that measurement are part of the factual record too.<\/strong><\/span><\/p>\n<h3><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">WHAT A SURVEYOR SEES THAT A SPREADSHEET DOES NOT<\/span><\/h3>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">During a bunker attendance, an experienced Surveyor does not simply collect numbers for an Excel template.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">They look at the physical situation behind those numbers:<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">\u2022 Are the relevant tanks clearly identified?<\/span><br \/>\n<span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">\u2022 Is the vessel\u2019s trim and list properly recorded?<\/span><br \/>\n<span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">\u2022 Are readings taken under reasonably stable conditions?<\/span><br \/>\n<span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">\u2022 Is fuel being transferred during the operation?<\/span><br \/>\n<span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">\u2022 Are temperature readings properly recorded?<\/span><br \/>\n<span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">\u2022 Which calibration data has been used?<\/span><br \/>\n<span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">\u2022 Are there unusual conditions that should be documented?<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">These details may seem minor while the operation is taking place.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\"><strong>Months later, they may become important.<\/strong><\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">When a fuel variance or performance question arises, the quality of the original field record determines how much of the investigation can be traced back to facts rather than assumptions.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">This is one of the less visible values of independent marine surveying.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\"><strong>The Surveyor is not only recording the final figure. The Surveyor is recording the circumstances from which that figure was established.<\/strong><\/span><\/p>\n<h3><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">ACCURACY IS ONLY THE BEGINNING<\/span><\/h3>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">A BDN can be accurate.<\/span><br \/>\n<span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">A bunker survey can be properly conducted.<\/span><br \/>\n<span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">A noon report can be correctly completed.<\/span><br \/>\n<span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">An engine log can be internally consistent.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">And yet, these records may still fail to explain why the vessel\u2019s fuel position later differs from expectations.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">That is why fuel control should not stop at reconciliation.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">The more useful question is:<\/span><\/p>\n<blockquote><p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\"><strong>\u201cCan we trace this number back to the physical and operational conditions that produced it?\u201d<\/strong><\/span><\/p><\/blockquote>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">If the answer is yes, the data becomes much more useful for voyage analysis, charter-party review, performance monitoring and subsequent investigation.<\/span><\/p>\n<h3><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">THE VALUE OF AN INDEPENDENT BASELINE<\/span><\/h3>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">An Independent Bunker Survey does not explain everything that happens after the vessel sails.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\"><strong>It should not.<\/strong><\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">Its role is to establish a reliable, field-verified baseline at a defined point in time.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">That baseline gives operators something to work backwards from when questions arise later:<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\"><strong>What was measured?<br \/>\nWhich tanks were involved?<br \/>\nUnder what conditions?<br \/>\nWhat records supported the calculation?<br \/>\nWhat was actually observed at the time?<\/strong><\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">These simple questions can become the starting point for separating a <strong>measurement issue from an operational issue<\/strong>.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">And that distinction matters commercially.<\/span><\/p>\n<h3><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">THE NUMBER IS NOT THE WHOLE STORY<\/span><\/h3>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">Marine fuel management is about more than getting the arithmetic right.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">It is about understanding what the number represents, when it was established, how it connects with other operational records, and whether the surrounding circumstances have been properly captured.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif;
