
{"id":4349,"date":"2026-09-15T15:51:38","date_gmt":"2026-09-15T08:51:38","guid":{"rendered":"https:\/\/vietmarinecontrol.com.vn\/?p=4349"},"modified":"2026-09-15T15:51:38","modified_gmt":"2026-09-15T08:51:38","slug":"after-the-collision-what-does-the-surveyor-need-to-prove","status":"publish","type":"post","link":"https:\/\/vietmarinecontrol.com.vn\/en\/after-the-collision-what-does-the-surveyor-need-to-prove\/","title":{"rendered":"AFTER THE COLLISION \u2014 WHAT DOES THE SURVEYOR NEED TO PROVE?"},"content":{"rendered":"<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\"><em>From visible damage to evidence of impact, extent, and consequence.<\/em><\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">After a collision, the first question is usually simple:<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\"><strong>Where is the damage?<\/strong><\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">For an experienced Marine Surveyor, that is only the starting point.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">A dented shell plate, a scuff mark, a distorted bulwark, or a bent handrail may be immediately visible.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">But <strong>seeing damage is not the same as understanding it.<\/strong><\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">After two decades attending marine casualties, one lesson remains constant: the value of a collision survey is not measured by how many defects are listed, but by how well the physical evidence is preserved, documented, and placed in the context of the casualty.<\/span><\/p>\n<ol>\n<li><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\"><strong> DAMAGE DOES NOT EXPLAIN ITSELF<\/strong><\/span><\/li>\n<\/ol>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">A fresh indentation does not, by itself, reveal the angle or mechanism of impact.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">A paint transfer does not identify the contacting vessel.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">A distorted handrail does not tell us how far the impact travelled into the structure.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">The Surveyor therefore has to look beyond what is immediately visible.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">Where exactly is the damage?<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">What is the direction and pattern of deformation?<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">Do the contact marks follow a consistent direction?<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">Is there corresponding damage to the internal structure?<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">Most importantly:<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\"><strong>Is the condition actually attributable to the collision under investigation?<\/strong><\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">A previous repair can alter the appearance of a damaged area. A few hours of cutting, welding, cleaning, or painting can permanently change the physical evidence.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">That is why, in casualty work, <strong>the timing of attendance can be as important as the technical examination itself.<\/strong><\/span><\/p>\n<ol start=\"2\">\n<li><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\"><strong> MORE PHOTOGRAPHS DO NOT MEAN MORE EVIDENCE<\/strong><\/span><\/li>\n<\/ol>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">After a casualty, photographs are usually taken in abundance.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">But hundreds of photographs do not necessarily create a strong evidential record.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">A close-up may show the dent.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">A wider photograph may show its location.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">The survey record must connect the two.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\"><strong>Where is it? How extensive is it? What exactly was observed?<\/strong><\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">Dimensions, deformation characteristics, contact marks, and relevant surrounding conditions should be recorded before they are altered by cleaning, repair, or normal vessel operations.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">Previous condition records can also become important benchmarks when assessing whether a particular condition is new or pre-existing.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">A professional survey report should not simply state:<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\"><em>\u201cDamage was observed.\u201d<\/em><\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">It should enable a person who was not present at the scene to understand <strong>what was observed, where it was found, how extensive it was, and what evidence supports the observation.<\/strong><\/span><\/p>\n<ol start=\"3\">\n<li><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\"><strong> OBSERVATION IS NOT CONCLUSION<\/strong><\/span><\/li>\n<\/ol>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">This is one of the most important boundaries in casualty surveying.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">A mark may be <strong>consistent with<\/strong> a particular contact mechanism.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">That does not mean the entire collision can be reconstructed from that mark alone.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">Damage may appear consistent with recent impact.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">That does not automatically establish that every item of damage arose from the same event.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">Where the evidence is insufficient, the report should say so.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">Where further examination is required, it should be identified.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">This is not excessive caution.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">It is <strong>professional discipline<\/strong> \u2014 knowing precisely how far the evidence allows the Surveyor to go, and where it does not.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">A good Surveyor does not try to turn every observation into a definitive conclusion.<\/span><\/p>\n<ol start=\"4\">\n<li><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\"><strong> DAMAGE IS ONLY THE BEGINNING<\/strong><\/span><\/li>\n<\/ol>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">Once the physical damage has been established, another question becomes critical:<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\"><strong>Can the vessel safely continue in service?<\/strong><\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">Has watertight integrity been affected?<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">Are ballast tanks, cargo spaces, or machinery spaces involved?<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">Is temporary repair required?<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">Are operational restrictions or further examinations necessary?<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">The Surveyor does not replace Class, Flag, the Master, or the vessel&#8217;s technical management in decisions falling within their respective authority.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">The Surveyor&#8217;s role is different:<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\"><strong>to establish and communicate the factual condition clearly enough for the responsible parties to make informed decisions.<\/strong><\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">That distinction matters.<\/span><\/p>\n<ol start=\"5\">\n<li><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\"><strong> BEFORE THE SCENE DISAPPEARS<\/strong><\/span><\/li>\n<\/ol>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">Following a collision, the pressure to repair is immediate.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">Steel is cropped.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">Bulwarks are renewed.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">Paint is removed and reapplied.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">Temporary repairs disappear.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">The vessel moves on.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">Days later, a seemingly simple question can become surprisingly difficult:<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\"><strong>\u201cWhat did the damage actually look like before repairs began?\u201d<\/strong><\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">Without a contemporaneous survey record, the answer may be reduced to memories, scattered photographs, and assumptions made after the event.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">That is why early attendance matters.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">Not simply to confirm that damage exists, but to document the condition <strong>before the evidence changes.<\/strong><\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\"><strong>CONCLUSION<\/strong><\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">So, what does the Surveyor really need to establish?<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">Not, in the first instance, who was at fault.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">Not immediately, what the final repair bill will be.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">The starting point is more fundamental:<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\"><strong>What do we actually know from the scene?<\/strong><\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">What was observed?<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">Where was it observed?<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">What was its extent?<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">What evidence supports it?<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">What can be established with reasonable confidence?<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">And what remains subject to further investigation?<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">A good collision survey does not make a casualty simple.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">It makes <strong>what is known, what is supported, and what remains uncertain much harder to confuse.<\/strong><\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">Because steel can be repaired.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\"><strong>Original evidence cannot always be recovered.<\/strong><\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif;
