On board the vessel, the numbers looked clean. The cargo appeared fully accounted for.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">Several days later, the receiver reported a shortage.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">The immediate reaction was predictable:<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\"><em>If the tally was correct, where did the cargo go?<\/em><\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">In many cases, the answer is not found by counting the same numbers again.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">Because a tally proves what was counted at one specific stage of the operation.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">It does not prove what happened to the cargo after that.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\"><strong>Counted Is Not the Same as Handed Over<\/strong><\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">Consider a normal discharge operation. Cargo comes ashore and is tallied at the quay. The tallyman records each package before the cargo moves to a staging area, onto trucks, or into temporary storage.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">The quantity off-loaded may be entirely correct. But when did responsibility actually change hands?<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">That is where a proper investigation needs to go:<\/span><\/p>\n<ul>\n<li><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">Was the cargo kept together and secure?<\/span><\/li>\n<li><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">Could each package still be identified?<\/span><\/li>\n<li><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">Was there an intermediate count before transport?<\/span><\/li>\n<li><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">Who controlled the cargo while it was waiting?<\/span><\/li>\n<\/ul>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">These questions often become far more critical than simply reopening the original ship-side tally.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\"><strong>The Gap Between Vessel and Truck<\/strong><\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">A package can be counted accurately and still become difficult to trace.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">After discharge, cargo may be regrouped, shifted between stacks, loaded onto different trucks, or temporarily held at the terminal. At each stage, a new record appears \u2014 package numbers, truck plates, stack locations, warehouse references, or delivery receipts.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">The physical cargo has moved. The paperwork has changed.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">And if those records cannot be cleanly connected, an evidentiary gap begins to form.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">This is why geo-tagged photographs, clear package marks, and accurate time references matter. They do more than show that cargo was present; they help establish <em>which<\/em> cargo was present, <em>where<\/em> it was, and <em>when<\/em> it was observed.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\"><strong>Tally Is Not Custody<\/strong><\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">This distinction is simple, but it is frequently overlooked in cargo claims.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">A tallyman counts. A tally sheet records the count.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">Neither document, by itself, proves continuous custody of the cargo after that counting event.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">Imagine 1,000 packages recorded as discharged, while the receiver at the final destination later confirms only 997.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">The original tally may still be entirely correct.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">The surveyor&#8217;s job is to examine the three-package gap \u2014 not simply doubt the first count:<\/span><\/p>\n<ul>\n<li><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">Where were the packages immediately after discharge?<\/span><\/li>\n<li><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">Who had physical control of them?<\/span><\/li>\n<li><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">When were they moved?<\/span><\/li>\n<li><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">Could they still be individually identified?<\/span><\/li>\n<li><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">Was there a documented, signed handover?<\/span><\/li>\n<\/ul>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">The purpose is not to assign blame prematurely.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">It is to establish where the evidence remains strong \u2014 and where it begins to break down.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\"><strong>Evidence Is Strongest Before the Dispute<\/strong><\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">Once a shortage is officially reported, everyone starts scrambling through documents. By then, some of the most useful physical evidence may already be gone.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">A photograph taken during a critical handover can be more valuable than a detailed explanation given several days later. A visible package mark can carry more evidentiary weight than a generalized statement that \u201call cargo was accounted for.\u201d<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">For a surveyor, the most vulnerable points are the transitions:<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\"><strong>Vessel \u2192 Quay \u2192 Truck \u2192 Warehouse \u2192 Receiver<\/strong><\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">This is where cargo changes hands, locations shift, paperwork multiplies \u2014 and evidence can become increasingly thin.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\"><strong>The Surveyor&#8217;s Job Goes Beyond Counting<\/strong><\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">Counting remains fundamental.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">But the harder question is:<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\"><em>What does that count actually prove?<\/em><\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 120%;\">A tally establishes what was observed at one particular stage of the operation.
