There were no obvious signs of tampering, and the container appeared to have remained closed throughout the transit.<\/span><\/p>\n<p><span style=\"font-size: 130%; font-family: 'times new roman', times, serif;\">When the doors were opened, however, the cargo was found in a different condition.<\/span><\/p>\n<p><span style=\"font-size: 130%; font-family: 'times new roman', times, serif;\">Some packages had shifted. Stacks had leaned against the container walls. In more serious cases, heavy units had moved from their original positions, causing crushed packages, deformation and other damage.<\/span><\/p>\n<p><span style=\"font-size: 130%; font-family: 'times new roman', times, serif;\">The first reaction is usually predictable:<\/span><\/p>\n<p><span style=\"font-size: 130%; font-family: 'times new roman', times, serif;\"><em>\u201cBut the seal was intact.\u201d<\/em><\/span><\/p>\n<p><span style=\"font-size: 130%; font-family: 'times new roman', times, serif;\">It is a valid observation. But it answers only one question.<\/span><\/p>\n<p><span style=\"font-size: 130%; font-family: 'times new roman', times, serif;\">It tells us about the condition of the container doors. It does not tell us what happened to the cargo inside.<\/span><\/p>\n<p><span style=\"font-size: 130%; font-family: 'times new roman', times, serif;\"><strong>What Does an Intact Seal Actually Prove?<\/strong><\/span><\/p>\n<p><span style=\"font-size: 130%; font-family: 'times new roman', times, serif;\">After many years surveying container cargo, I have seen this misunderstanding repeatedly.<\/span><\/p>\n<p><span style=\"font-size: 130%; font-family: 'times new roman', times, serif;\">An intact seal, with the correct seal number, is useful evidence that the container was not apparently opened after sealing.<\/span><\/p>\n<p><span style=\"font-size: 130%; font-family: 'times new roman', times, serif;\">But it does not confirm how the cargo was packed or secured.<\/span><\/p>\n<p><span style=\"font-size: 130%; font-family: 'times new roman', times, serif;\">A seal does not:<\/span><\/p>\n<ul>\n<li><span style=\"font-size: 130%; font-family: 'times new roman', times, serif;\">distribute the cargo weight;<\/span><\/li>\n<li><span style=\"font-size: 130%; font-family: 'times new roman', times, serif;\">control the centre of gravity;<\/span><\/li>\n<li><span style=\"font-size: 130%; font-family: 'times new roman', times, serif;\">provide blocking or bracing;<\/span><\/li>\n<li><span style=\"font-size: 130%; font-family: 'times new roman', times, serif;\">replace suitable dunnage;<\/span><\/li>\n<li><span style=\"font-size: 130%; font-family: 'times new roman', times, serif;\">prevent cargo from shifting during transport.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-size: 130%; font-family: 'times new roman', times, serif;\">These are separate issues.<\/span><\/p>\n<p><span style=\"font-size: 130%; font-family: 'times new roman', times, serif;\">When a cargo damage claim arises, treating an intact seal as evidence that the cargo was properly secured can lead the investigation in the wrong direction.<\/span><\/p>\n<p><span style=\"font-size: 130%; font-family: 'times new roman', times, serif;\"><strong>The Important Evidence Is Created Before the Seal Goes On<\/strong><\/span><\/p>\n<p><span style=\"font-size: 130%; font-family: 'times new roman', times, serif;\">Once the container doors are closed and sealed, the original arrangement inside is no longer visible.<\/span><\/p>\n<p><span style=\"font-size: 130%; font-family: 'times new roman', times, serif;\">That is why the condition of the cargo before closing can be critical.<\/span><\/p>\n<p><span style=\"font-size: 130%; font-family: 'times new roman', times, serif;\">A surveyor should be looking at practical questions:<\/span><\/p>\n<ul>\n<li><span style=\"font-size: 130%; font-family: 'times new roman', times, serif;\">How was the cargo positioned and stacked?<\/span><\/li>\n<li><span style=\"font-size: 130%; font-family: 'times new roman', times, serif;\">Where were the void spaces?<\/span><\/li>\n<li><span style=\"font-size: 130%; font-family: 'times new roman', times, serif;\">Was suitable blocking, bracing or dunnage provided?<\/span><\/li>\n<li><span style=\"font-size: 130%; font-family: 'times new roman', times, serif;\">Were heavy or high-centre-of-gravity units adequately restrained?<\/span><\/li>\n<li><span style=\"font-size: 130%; font-family: 'times new roman', times, serif;\">Were the securing arrangements appropriate for the cargo and its intended transport?<\/span><\/li>\n<\/ul>\n<p><span style=\"font-size: 130%; font-family: 'times new roman', times, serif;\">Photographs taken during stuffing, packing records and other contemporaneous evidence can become particularly important later.<\/span><\/p>\n<p><span style=\"font-size: 130%; font-family: 'times new roman', times, serif;\">When a claim is reported at destination, the surveyor is often comparing two different moments: <strong>the cargo condition before the doors were closed and the cargo condition when those doors were opened again.<\/strong><\/span><\/p>\n<p><span style=\"font-size: 130%; font-family: 'times new roman', times, serif;\">The better that evidence is recorded at origin, the more reliable that comparison can be.<\/span><\/p>\n<p><span style=\"font-size: 130%; font-family: 'times new roman', times, serif;\"><strong>Cargo Can Move Without the Door Ever Being Opened<\/strong><\/span><\/p>\n<p><span style=\"font-size: 130%; font-family: 'times new roman', times, serif;\">During ocean and inland transport, cargo is exposed to vibration, acceleration, braking, pitching, rolling and other dynamic forces.<\/span><\/p>\n<p><span style=\"font-size: 130%; font-family: 'times new roman', times, serif;\">If the cargo is not adequately restrained, movement can occur even though the container remains sealed.<\/span><\/p>\n<p><span style=\"font-size: 130%; font-family: 'times new roman', times, serif;\">A small amount of movement may create additional clearance.
