The terminal was ready, too.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">Yet, when the cargo on the quay was checked, one fundamental question remained:<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\"><em>Was the cargo actually ready to be loaded?<\/em><\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">The answer is not always yes.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">On paper, the operation may appear synchronized. On the quay, the reality can be different. Part of the cargo may still be under packing, some units may be scattered across different storage areas, identification may not be clear, or cargo may have been exposed to rain before loading.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">The vessel can be ready to receive cargo while the cargo itself is not ready to go onboard.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\"><strong>\u201cReady for Loading\u201d Is Not Just a Vessel Condition<\/strong><\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">In many loading operations, attention naturally goes first to the vessel.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">Are the holds ready?<\/span><br \/>\n<span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">Are the hatches operational?<\/span><br \/>\n<span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">Is the lifting equipment available?<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">These are important.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">But they do not answer whether the cargo is ready.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">Before the first lift, a surveyor should also look at the cargo itself:<\/span><\/p>\n<ul>\n<li><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">Is the declared quantity physically available and accounted for?<\/span><\/li>\n<li><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">Is the packing complete and suitable for handling?<\/span><\/li>\n<li><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">Are marks, numbers and identification clear?<\/span><\/li>\n<li><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">Is the cargo in the condition declared for shipment?<\/span><\/li>\n<li><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">Has any cargo been exposed to rain or other weather conditions?<\/span><\/li>\n<li><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">Are lifting points and handling arrangements suitable?<\/span><\/li>\n<li><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">Is the cargo positioned according to the planned loading sequence?<\/span><\/li>\n<\/ul>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">A vessel being ready does not automatically make the cargo ready.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\"><strong>The Pressure Starts Before the First Lift<\/strong><\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">Consider a steel cargo operation.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">The vessel is ready. The crane is ready. The loading team is standing by.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">But ashore, several bundles are still being prepared. Some packing is damaged. A few identification marks are unclear. Other cargo has been stored outside and exposed to rain.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">The operation is under time pressure.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">Once loading starts, the sequence begins to move. Stopping the operation to resolve a cargo condition or identification issue becomes more difficult, particularly when the vessel is working against a tight port schedule.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">This is where a condition that looked minor before loading can become a much larger issue later.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">Cargo loaded with pre-existing damage may lead to a claim at destination.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">Unclear identification can create problems with quantity, grade or delivery.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">Cargo not available when required can interrupt the loading sequence and result in additional handling or waiting time.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">None of these issues necessarily becomes a claim. But each creates another point that needs to be controlled and recorded.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\"><strong>The Important Evidence Is Created Before Loading<\/strong><\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">Once cargo is lifted onboard and placed in the hold, some of the original evidence becomes difficult or impossible to observe.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">A small deformation may be hidden.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">Packing may be removed or damaged during handling.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">Identification marks may no longer be accessible.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">The original position of the cargo on the quay may no longer be clear.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">When a dispute arises later at the discharge port, one of the first questions is often:<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\"><em>What was the condition of the cargo when it was presented for shipment?<\/em><\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">This is why pre-loading observations matter.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">The surveyor&#8217;s role is not to stop the operation or create unnecessary delay. It is to establish, as objectively as possible, what was actually presented for loading before the first lift took place.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">That baseline can become important when the same cargo is later found damaged, short, incorrectly identified or otherwise disputed.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\"><strong>Ready to Load Is a Shared Condition<\/strong><\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">Cargo readiness is not simply a matter of having the cargo somewhere in the terminal.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">It means having the <strong>right cargo, in the right condition, properly identified, available at the right place and at the right time for the loading sequence.<\/strong><\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">That is where the vessel operation and the shore-side cargo operation meet.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">The vessel may be ready.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">The crane may be ready.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 130%;\">The crew may be ready.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif;
