- Determine the remaining quantity of bunker fuel on board at the time the vessel is placed on-hire.
• Record the general technical condition of the vessel at the time of handover.
• Provide a legal and financial basis for bunker cost settlement and clarify responsibilities among involved parties: shipowner – charterer – shipping line – shipping agent.

- Receive technical documents, fuel tank layout, and fuel types used on board.
• Perform direct measurement of FO, DO, LO, Sludge tanks, etc. using specialized sounding equipment and measuring tools.
• Collect and analyze fuel samples (if required).
• Check indicators, gauges, and the vessel’s bunker management system.
• Take photos and issue objective, accurate survey reports.
• Issue survey certificates in standard international format (bilingual English – Vietnamese).
