AFTER THE COLLISION — WHAT DOES THE SURVEYOR NEED TO PROVE?

From visible damage to evidence of impact, extent, and consequence.

After a collision, the first question is usually simple:

Where is the damage?

For an experienced Marine Surveyor, that is only the starting point.

A dented shell plate, a scuff mark, a distorted bulwark, or a bent handrail may be immediately visible.

But seeing damage is not the same as understanding it.

After two decades attending marine casualties, one lesson remains constant: the value of a collision survey is not measured by how many defects are listed, but by how well the physical evidence is preserved, documented, and placed in the context of the casualty.

  1. DAMAGE DOES NOT EXPLAIN ITSELF

A fresh indentation does not, by itself, reveal the angle or mechanism of impact.

A paint transfer does not identify the contacting vessel.

A distorted handrail does not tell us how far the impact travelled into the structure.

The Surveyor therefore has to look beyond what is immediately visible.

Where exactly is the damage?

What is the direction and pattern of deformation?

Do the contact marks follow a consistent direction?

Is there corresponding damage to the internal structure?

Most importantly:

Is the condition actually attributable to the collision under investigation?

A previous repair can alter the appearance of a damaged area. A few hours of cutting, welding, cleaning, or painting can permanently change the physical evidence.

That is why, in casualty work, the timing of attendance can be as important as the technical examination itself.

  1. MORE PHOTOGRAPHS DO NOT MEAN MORE EVIDENCE

After a casualty, photographs are usually taken in abundance.

But hundreds of photographs do not necessarily create a strong evidential record.

A close-up may show the dent.

A wider photograph may show its location.

The survey record must connect the two.

Where is it? How extensive is it? What exactly was observed?

Dimensions, deformation characteristics, contact marks, and relevant surrounding conditions should be recorded before they are altered by cleaning, repair, or normal vessel operations.

Previous condition records can also become important benchmarks when assessing whether a particular condition is new or pre-existing.

A professional survey report should not simply state:

“Damage was observed.”

It should enable a person who was not present at the scene to understand what was observed, where it was found, how extensive it was, and what evidence supports the observation.

  1. OBSERVATION IS NOT CONCLUSION

This is one of the most important boundaries in casualty surveying.

A mark may be consistent with a particular contact mechanism.

That does not mean the entire collision can be reconstructed from that mark alone.

Damage may appear consistent with recent impact.

That does not automatically establish that every item of damage arose from the same event.

Where the evidence is insufficient, the report should say so.

Where further examination is required, it should be identified.

This is not excessive caution.

It is professional discipline — knowing precisely how far the evidence allows the Surveyor to go, and where it does not.

A good Surveyor does not try to turn every observation into a definitive conclusion.

  1. DAMAGE IS ONLY THE BEGINNING

Once the physical damage has been established, another question becomes critical:

Can the vessel safely continue in service?

Has watertight integrity been affected?

Are ballast tanks, cargo spaces, or machinery spaces involved?

Is temporary repair required?

Are operational restrictions or further examinations necessary?

The Surveyor does not replace Class, Flag, the Master, or the vessel’s technical management in decisions falling within their respective authority.

The Surveyor’s role is different:

to establish and communicate the factual condition clearly enough for the responsible parties to make informed decisions.

That distinction matters.

  1. BEFORE THE SCENE DISAPPEARS

Following a collision, the pressure to repair is immediate.

Steel is cropped.

Bulwarks are renewed.

Paint is removed and reapplied.

Temporary repairs disappear.

The vessel moves on.

Days later, a seemingly simple question can become surprisingly difficult:

“What did the damage actually look like before repairs began?”

Without a contemporaneous survey record, the answer may be reduced to memories, scattered photographs, and assumptions made after the event.

That is why early attendance matters.

Not simply to confirm that damage exists, but to document the condition before the evidence changes.

CONCLUSION

So, what does the Surveyor really need to establish?

Not, in the first instance, who was at fault.

Not immediately, what the final repair bill will be.

The starting point is more fundamental:

What do we actually know from the scene?

What was observed?

Where was it observed?

What was its extent?

What evidence supports it?

What can be established with reasonable confidence?

And what remains subject to further investigation?

A good collision survey does not make a casualty simple.

It makes what is known, what is supported, and what remains uncertain much harder to confuse.

Because steel can be repaired.

Original evidence cannot always be recovered.
