Why the Timing of ROB After Matters in a Bunker Survey?

In bunker surveying, a technically correct measurement taken at the wrong time can still lead to an unreliable conclusion.

On paper, the post-bunkering process seems straightforward: 👉 Measure ROB After → Calculate Quantity Delivered → Reconcile with the BDN.

In practice, however, the calculation is only as reliable as the conditions under which the measurements were obtained. When ROB After is measured, under what tank conditions, and whether the fuel has reached a sufficiently stable and representative state can materially affect the reliability of the delivered quantity assessment.

Here is why timing matters:

  1. An Early Reading Can Be Misleading 🕐 Immediately after pumping stops, the fuel inside receiving tanks may still be settling. A surveyor taking a reading too soon may encounter:
  • Surface movement or foaming
  • Entrained air
  • Temperature differences within or between tanks
  • Incomplete fuel settling

An initial reading taken during this period is not necessarily “wrong” — but its representativeness must be carefully assessed. Interpreting a difference between an initial and subsequent reading as an immediate bunker shortage, without considering the measurement conditions, may lead to a premature conclusion. Timing is part of the measurement context.

  1. A Sounding Is a Measurement. A Quantity Is an Interpretation. 📏 ROB After does not stand alone. Converting a sounding or ullage reading into a quantity requires the measurement to be evaluated together with relevant vessel and fuel data, including, where applicable:
  • Vessel trim and list
  • Tank calibration tables
  • Fuel temperature
  • Applicable density and conversion data
  • Free water, where relevant
  • Tank configuration and measurement conditions

A raw measurement may be technically accurate. However, field judgement determines whether the measurement and its supporting data provide a sufficiently reliable basis for the quantity assessment. That distinction becomes particularly important when the figures may later be used to support a commercial claim.

  1. The Evidential Timeline Matters 📋 A bunker quantity dispute may arise days or weeks after the operation, when the actual conditions on board are no longer readily recalled. A robust bunker survey should therefore preserve a clear chronological sequence:

ROB Before ➔ Bunkering ➔ Completion ➔ Initial ROB After ➔ Observations ➔ Re-measurement (if required) ➔ Final Reconciliation

This sequence documents not only what was measured, but also when it was measured and what conditions were observed at the time. If different readings are obtained, the survey record should provide the context necessary to understand the difference and explain how the final figure was established. In a bunker dispute, context can be just as important as the number itself.

  1. When a Low ROB After Raises a Question ⚠️ If the initial ROB After appears lower than expected, the immediate question may be: “Was there a bunker shortage?” Jumping directly to that conclusion can be a risky shortcut. A professional surveyor should first consider:
  • How much time had elapsed since completion of bunkering?
  • Had the fuel sufficiently settled?
  • Was foaming or entrained air observed?
  • Were trim, list and calibration data properly considered?
  • Is re-measurement warranted?

These questions do not change the recorded reading. They determine how much confidence can reasonably be placed in that reading — a distinction that becomes critical when figures are later used to support or challenge a commercial claim.

💡 THE BOTTOM LINE Instead of asking only: “What was the ROB After?” The more critical question is: “When was ROB After measured, under what conditions, and was the measurement sufficiently representative to support the quantity conclusion?”

Because in bunker surveying: A number can be measured correctly. Professional judgement determines whether that number is reliable enough to support a defensible conclusion.
