WHEN THE FIRST POST-BUNKER SOUNDING WAS NOT THE FINAL ANSWER

A bunker dispute does not always begin with a missing tonne of fuel.

More often, it begins when someone rushes to trust a measurement taken before the fuel has even had time to settle.

During one offshore bunkering operation, the initial post-delivery soundings told a familiar story. Once converted to volume, the figures indicated a notable shortage against the Bunker Delivery Note (BDN).

At first glance, it looked like a classic short-delivery case — one that would typically trigger an immediate Letter of Protest, an argument on the barge, and weeks of commercial claims.

Had the assessment stopped right there, that is exactly what would have happened.

It did not.

LOOKING BEYOND THE FIRST READING

An experienced surveyor knows that a sounding tape reading is merely a snapshot of a single moment — not an absolute truth.

The moment pumping stopped, the numbers suggested a discrepancy.

But the physical condition of the receiving tanks suggested something else entirely:

  • Unsettled Fuel: The surface in the receiving tanks was still actively rolling and turbulent.
  • Foam Layer: A visible layer of foam remained across the surface of the fuel.
  • Entrained Air: Operational observations during the pumping phase indicated that the fuel had likely carried a degree of entrained air.

Individually, none of these conditions proved that the initial sounding was wrong.

Taken together, however, they were a clear warning that the measurement conditions were not yet suitable for a reliable final calculation.

At that exact moment, the core question changed.

Instead of asking:

“Does this sounding match the BDN?”

The real question became:

“Is the fuel in a physical condition that allows it to be measured reliably?”

That single distinction changed the entire trajectory of the survey.

RECORDING CONDITIONS BEFORE DRAWING CONCLUSIONS

Rather than rushing to calculate a premature shortage, the surveyor’s job was to establish and preserve the facts exactly as they existed at that moment.

  • The exact time of the first sounding was recorded.
  • Tank turbulence and foam conditions were photographed.
  • Relevant operational observations were entered into the field records.
  • Both the Chief Engineer and the barge master were informed that the formal quantity calculation would be held pending stabilization of the fuel, in accordance with the agreed survey methodology.

No premature conclusion was drawn from that first tape reading.

After the fuel had been allowed to settle sufficiently for a reliable measurement, the sounding tapes were lowered again.

The second readings told a very different story.

The physical quantity of fuel had not suddenly increased.

The measurement conditions had changed.

The apparent discrepancy seen in the first reading was no longer present to the same extent once the fuel surface had stabilized and the measurement could be properly interpreted.

Had we signed off on the first reading without allowing the conditions to stabilize, we could have created a discrepancy that existed on paper — but not in the tank.

That would have been enough to turn a measurement issue into a commercial dispute.

WHY MEASUREMENT CONDITIONS MATTER

Bunker quantity determination is never simply a matter of reading numbers from a steel tape.

The evidential value of those numbers depends on the technical and physical conditions under which they were obtained.

Operational Variable Technical & Physical Impact
Measurement Timing Gauging immediately after pumping may capture foam, turbulence and entrained air, affecting the reliability of identifying the true liquid level.
Fuel Turbulence A moving fuel surface can make it difficult to obtain a clear and repeatable sounding.
Trim & List Vessel inclination affects liquid distribution within tanks and must be properly considered against the vessel’s calibrated tank tables.
Temperature & Density Temperature variations and non-uniform conditions within the liquid column can affect volume-to-mass conversion and reconciliation.

These variables do not automatically invalidate a reading.

But they do determine how, when and with what degree of confidence that reading should be interpreted.

Professional judgement lies in recognizing whether the prevailing physical conditions support the technical conclusion being drawn.

THE VALUE OF CONTEMPORANEOUS EVIDENCE

When a bunker dispute is reviewed weeks later in an arbitration room, a P&I Club office, or a claims department, the physical conditions on board no longer exist.

The fuel has settled.

The vessel has sailed.

The barge has departed.

What remains is the survey record.

That is why a professional bunker survey must establish an unbroken and auditable record linking every critical stage of the operation:

ROB Before → Delivery Operation → Initial Measurement → Documented Conditions → Re-measurement → Final Quantity → BDN Reconciliation

This sequence ensures that, weeks or months later, anyone reviewing the file can understand not only the final quantity figure, but also:

  • how that figure was established;
  • under what conditions it was obtained;
  • what observations were made at the time;
  • what verification was carried out; and
  • why the surveyor considered the final result reliable.

PROFESSIONAL JUDGEMENT MAKES THE DIFFERENCE

After two decades on the water, you learn that the first sounding is an observation — nothing more.

A discrepancy observed immediately after pumping stops does not automatically mean short delivery.

A number is only as reliable as the conditions under which it was obtained.

That is where true survey expertise lies.

It is not about simply reading numbers off a tape.

It is about understanding what those numbers actually represent under the prevailing physical and operational conditions.

And sometimes, the most important decision a surveyor can make is not to accept the first number.

It is to:

Wait.

Observe.

Document.

And then measure again.
