Connecting the Evidential Dots — From Bunker to Full Condition

Offshore operations involve interconnected technical and contractual risks: high-value assets, tight schedules, multiple handovers, demanding environments, and complex interfaces.

A single survey may answer one immediate question. But when a claim, damage allegation, ROB discrepancy, or performance dispute arises later, the real commercial value lies in connecting evidence across the project lifecycle.

The question is therefore not simply “Do we need a survey?”

It is:

“What evidence will we need if the position is challenged later?”

  1. BUNKERING & ROB: BEYOND A FUEL FIGURE 🛢️

The apparent formula is simple:

ROB Before → Bunkering → ROB After → Reconciliation

Yet the reliability of the result depends on the measurement conditions and supporting evidence: trim/list, tank calibration, sounding or ullaging method, temperature, density, sampling, meter readings, and delivery documentation.

A professional bunker surveyor does more than record a quantity. The objective is to establish a figure that is technically reasonable, traceable, documented, and independently defensible.

Contemporaneous observation can become critical when quantity, quality, contamination, or delivery disputes arise after bunkering is completed.

The value is not only the number—it is the evidence behind the number.

  1. FULL CONDITION: ESTABLISHING THE BASELINE 🔎

A Full Condition Survey establishes the vessel’s observable condition at a defined point in time.

Its purpose is not to produce an endless list of cosmetic defects, but to create an objective baseline against which subsequent changes can be assessed.

When damage is later alleged, the critical questions are:

  • Was it pre-existing?
  • Was it newly sustained?
  • When was it first observed?
  • What evidence supports the finding?

Without a reliable baseline, disputes become competing narratives. With one, the discussion can focus on condition, chronology, causation, and responsibility.

  1. ON-HIRE / OFF-HIRE: WHEN TIMING BECOMES EVIDENCE 🔄

An On-Hire / Off-Hire Survey records vessel condition and ROB at a critical contractual handover.

Its evidential value comes from linking:

WHEN → WHAT → UNDER WHAT CONDITIONS → HOW DOCUMENTED

Weeks or months later, contemporaneous survey records carry far greater evidential weight than retrospective recollection.

In chartering disputes, timing is part of the evidence.

Offshore project cargo may pass through multiple risk points:

Pre-Loading → Loading → Handling → Lashing & Securing → Transportation Interface → Discharge → Final Inspection

Damage identified at destination is easy to observe—but difficult to attribute without evidence from preceding stages.

Effective project cargo surveying therefore focuses on preserving condition evidence throughout the operational chain, including pre-existing defects, handling, lifting interfaces, securing arrangements, movement indicators, and final condition.

The objective is to establish where the condition changed—and where responsibility may lie.
